fix(nix): auto-accept flake nixConfig to unblock direnv

nix-direnv evaluates the flake with no TTY, so nix's interactive
'do you want to allow extra-substituters' prompt can never be answered
and the devshell hangs. Set accept-flake-config globally; the flake's
caches are already mirrored in nix.settings substituters.
