fix(herdr): skip activation reload when server is stopped (#356)

## Summary

The status command exits 0 even when Herdr is not running. Check its JSON status before the Home Manager activation hook reloads Herdr.

## Evidence

- **Before:** `nh home switch` failed with `server_not_running` because the hook reloaded a closed Herdr server.
  **After:** `nh home switch` completed with exit code 0 after this change.
- Shell checks reproduced the old bug and passed for closed server, live server, status failure, and reload failure.
- Commit hooks passed: nixfmt, statix, deadnix, secret scan, and whitespace checks.

## Merge Danger

**Door:** two-way. Revert the one-file guard change.

**Blast Radius:** activation.

Only the Herdr reload guard changes. Non-zero status and reload errors still stop activation.
