fix(org-roam): pair framework13 with ammars-pc (#353) ## Summary ```text framework13 <── org-roam ──> ammars-pc Home Manager: reload Herdr only when running=true ``` Declare reciprocal note peers in the two host configs. Keep laptop out of the shared gaming peer map. Fix the activation guard that blocked the laptop: Herdr status exits 0 even when its server is stopped. ## Evidence - **Before:** laptop had no Syncthing service; desktop org folder had no remote peers. **After:** reciprocal peer config evaluates correctly; desktop activation succeeded and its live org folder lists the laptop. - **Before:** laptop activation called Herdr reload despite running=false and failed. **After:** the JSON guard passes both running/stopped-server tests. Independent review and all commit hooks passed. - All 22 required CI checks passed for guard revision `56afade8`. The final Home Manager retry stays paused until after the meeting. - The Nix-installed laptop Syncthing units were started. Two-way create/edit/delete probes passed; both folders report idle with zero need and errors. Canonical meeting research and references match the original desktop files; both Git HEADs are unchanged. - Initial sync kept 8 conflict copies on both hosts. The strict conflict-count assertion failed because it expected zero new copies; no conflict copies or real notes were removed. - Both note folders and desktop Syncthing state were backed up before activation. ## Merge Danger **Door:** two-way Config can be reverted. File sync can change notes; pre-pair archives exist on both hosts and staggered versioning stays enabled. **Blast Radius:** home Two org-roam memberships and the shared Herdr activation guard. Game-save membership and other org-roam partners stay unchanged. Co-authored-by: Ammar Nanjiani <ammar.nanjiani@gmail.com> Reviewed-on: https://codeberg.org/ananjiani/infra/pulls/353
