Push and pull all child repositories from dev-scripts (#91)

Move the reference push helper to dev-scripts/push-all-children and add
pull-all-children to switch each repository to master and pull from origin.
Both commands locate reference relative to the script rather than the
working directory. Pulls require fast-forward updates.
