Reject Go convention violations and real-time test clocks

Enable the additional Go Critic checks and reject time.Now() calls in test
files, including aliased imports. Preserve production clocks and fixed
timestamps. Check both passing and failing fixtures so a disabled rule
cannot silently pass, and fail hard when the rule cannot load.

Pin the Ruleguard DSL and include its rules and fixture runner in offline
Nix inputs. Derive the updated vendor hash from a fake-hash Nix build.
