Merge media delete tests and assert exact deleted filenames and remaining IDs

Merge TestMediaDeleteRequiresOwnerAndDeletesMedia into TestOwnerDeletesMedia
(renamed to TestMediaDelete) so a single table-driven test exercises the
handler through the real media.Service, covering owner/subscriber
authorization, unknown/invalid IDs, and successful deletion in one place.

Assert the specific file store filenames and database media IDs affected by
each case instead of just counts, and add MustCreateFileID to little_moments
so tests can build a FileID without repeating error-handling boilerplate.
