Show comment edit controls on media pages (m7-7)

Render an "Edit" control on each comment the viewer may modify — its author, or
any owner — that opens an inline editor. Comments now carry their database ID,
and the display and editor fragments are served over real GET endpoints.

The PUT /m/{id}/comments/{commentID} endpoint intentionally returns HTTP 501
until the next stacked commit persists comment edits.
