Persist comment edits from the media page (m7-8)

Replace the provisional 501 response with real comment editing. A comment's
author, or any owner, can save an edit; the handler rejects other users with
403, reports 404 for an unknown comment, and rejects empty or HTML-tag bodies
with a 400.
