Remove imagepipe conversion wrappers (#296)

Call the images package directly at media storage boundaries and keep mediastore.WriteConverted at the call sites that need filenames and content types.

Move image conversion coverage from imagepipe to images because imagepipe no longer provides behavior of its own.
