Upgrade Bootstrap to 5.3.8 Replace the vendored Bootstrap 5.2.2 assets with Bootstrap 5.3.8 from the upstream starter and update the base layout to load the new CSS and bundled JavaScript paths. Keeping the version in the static asset path makes browser cache invalidation explicit: clients request a new URL after the dependency upgrade instead of reusing cached 5.2.2 files.
