Validate startup configuration before resource initialization

Parse app and Tinybeans importer flags and environment into immutable typed
plans before creating storage, database, or HTTP resources. Require explicit
proxy booleans, valid ports, timezones, URLs, and production email settings,
and make S3 environment lookup injectable for tests.
