Document disaster recovery in README

Previously the only restore documentation was reading
dev-scripts/download-prod-db itself. Add a section stating the
automatic-restore behavior introduced by restore-if-db-not-exists, the
recovery point objective in plain terms, and the commands to inspect a
replica, restore to a scratch file, and push a repaired database back
to production.
