Fix stale retention numbers in DESIGN.md

DESIGN.md described a retention policy of 60-minute snapshots and 100
days of retention. litestream.yml has shipped 24-hour snapshots and
roughly 1000 days of retention since the 0.5.x migration (commit
c35fc57); the doc was never updated to match. The config's inline
comment reads deliberate, so this fixes the doc rather than the config,
and adds a line explaining that snapshots are full database copies so
the number of retained copies is bounded by snapshot interval and
retention together.
