Enable dynamic contour runtime and native recipe families Restore certified dynamic programs, preserve face and exact-vector ownership, and expose runtime settings across native, CLI, and Python interfaces. Add native family sessions, independent scaling controls, and upstream callback cache reuse. Validation: 860 native and CLI tests pass with32 explicit ignores; portable76 and actualWASM3 pass. Final strict Clippy, formatting, family8 and dynamic20 gates pass. Physical default-cap convergence and installed dynamic Python execution remain separate acceptance work.
