Add runtime stability stack and live integration diagnostics

Route complete weighted Laurent vectors through f64, native DoubleFloat and
1000-digit eager evaluation using retained cancellation profiles and sector
maxima. Preserve original endpoint powers in versioned native artifacts and
retain the validated policy for historical checkpoints.

Publish caller-owned MC prefixes and complete-lattice QMC previews on a shared
one-second cadence. Add sortable sector tables, explicit uncertainty formatting,
precision fractions and separate operational/CPU timing without admitting
preview work to estimates or checkpoints.

Add runtime overlays, complex target-order accuracy, bounded refinement controls
and ggHH commands. Record independent numerical/reuse reviews, portable-host
probes, one/eight-worker equivalence, interrupt cleanup and measured overhead.
