Move lattice QMC into FastSecDec and retire upstreamed dependency patches

Use registry Numerica for Havana and numerical primitives, preserve QMC checkpoints, and record resolved dependency and SymJIT identities. Update Symbolica community and merged OneLOop source selections while retaining only four unresolved Symbolica patches. Document the fixed-constant error-tracking limitation and ordinary-build readiness.
