Unify sampler generation and consolidate performance benchmarks

Let samplers own generation size and ordered feedback; streamline queue scheduling, telemetry ownership, and process protocol v3 across Rust and Python.

Add sparse frontier and production process overhead measurements, preserve portable results, and consolidate benchmarking documentation. Align accepted progress and training feedback to the same measurement window.
