restore OSE channel weights in the unified sampling catalogue

Keep configurable OSE alpha for optimized LMB-only sampling and allow named
ordinary LMB overrides in mixed catalogues. Bind energies to current master
masses and affine routing, preserve exact map Jacobians and support checks,
and remove duplicate legacy weight ownership. Preserve explicit true for
escalate_if_exact_zero when serializing settings.

Validation: format, cargo check, Clippy; 97 focused Rust tests; 2 Python
subprocess tests against the rebuilt extension; 15 full-state native boundary
cases and 1,990 component comparisons; 232 captured full-integrand calls
and independent audits. Full-state Gaussian acceptance remains incomplete;
initial cold-grid failures and the confirmation plan are recorded explicitly.
No generated physics state is modified.

User prompts:
(continue as planned, but do you also use inverse jacobian or OSE for soft lmb sampling channel?, maybe good to test both?)

Continue as planned, but yes, when disabling all this advanced sampling maps, it should be possible to still enable the old defaults with only optimal lmbs and OSEs to some alpha power in the multichannel prefactor.)
