record full-orientation direct-H pilot and star handoff requirements Archive the frozen f2 GL638 pilot: four proposals, three seeds, 24576 valid physical draws and 48 exact stored-maximum replays. Preserve normalization misses/refinements, native physical ray/event evidence, full cards, sources and binary/state provenance. Actual direct-H weights grow about R^-0.498 on the audited corner rays; the short pilot does not establish global efficiency. Record the next shared native cut/center/alpha handoff and rotation requirements for certified affine-star maps. These requirements remain unimplemented. Validation: all four embedded TOML cards parse; JSON contains twelve runs, 24576 draws and 48 zero-difference maximum replays; frozen binary SHA256 matches. Markdown reviewed, git diff --check passes. No production source in this commit.
