scale optional stability allowances with the collision energy

Add dimensionless per-component stability allowances with an explicit integrated
energy dimension, native source-measure normalization and actual output-unit
conversion. Preserve values, diagnostics and independent signed/absolute checks.
Record two all-orientation 600 GeV 50-worker SUM pilots and maximum attribution;
the c=4 pilot retains its unresolved flag and provisional status.

Validation: cargo check, clippy and twelve focused tests passed. Optimized build13
replayed eight exact captured failures and three stable controls: all pass with
the final Arb allowance, with every returned component exactly unchanged.
Python settings coverage is added; execution awaits a rebuilt extension.

User instruction:
Continue as planned, but make sure to make all these threshold relative to E_cm and never absolute.
