ship the clarabel licence with gammaloop-api's linnest package

linnest.wasm compiles in the vendored Apache-2.0 Clarabel solver, but
gammaloop-api embedded the Linnest package with no additional files, so
the gammaloop binary and every save dot export carried Clarabel object
code without its licence. Embed LICENSE.clarabel as clinnet does, require
it in the template extraction test, and refresh the verified templates.rs
scope. nix-ci.nix keeps enable = false during review.
