make Python event-group test order-independent

Mirror the native evaluation regression contract: preserve group boundaries, graph IDs, complete cut-ID coverage, and incoming PDG order without assigning a particular cut multiplicity to a positional graph ID.

User prompt:

ok then just put yourself on a timer of checking aver 15 minutes, so as to not consume tokens in between.

Once CI then is over and green you can set the goal as completed and stop yourself.
