update Typst CLI and embedded renderer to 0.15.1

User request: "no.. use typst 0.15.1"
Follow-up: "retain 0.15 until released"
Approved version-assertion update: "Approve the two version assertions".

Use Typst 0.15.1 for the CLI and embedded Rust renderer. Keep the
Python binding at the published 0.15.0 release for both pip and Nix.
Regenerate the manual and SVG assets with the new compiler.
