Control CI through final-review readiness (#111)

* control CI through final-review readiness

Preserve a manually controlled NixCI enable toggle and require final-review readiness before merging. Gate the main Actions workflows by readiness, clarify agent guidance, and document cache reuse/uploads on itphlies and completion notifications.

* use descriptive branch names without agent prefixes

* enable NixCI for final review
