Select the signed Symbolica license on upgraded branches

Address the shared-key compatibility issue identified while checking the docs PR. New Symbolica uses a separately named signed CI secret; older branches can retain the legacy repository secret. Keep the standard local SYMBOLICA_LICENSE environment variable.
