refresh compiler state after the payload repository move

The repository URL changes Cargo's dependency identity and makes the old
manifest-based compiler-cache baseline incompatible. Pin the validated
application revision with the official URL so ordinary source edits retain
per-crate incremental compiler-state reuse.
