checkpoint LTD direct-3D UV integration

Enable the experimental vacuum and medium LTD/direct-3D path and index Fermi sectors by representation. Bump the saved CLI state manifest to 17; older amplitude states require regeneration.

Preserve the unresolved Arb-level local-UV numerator mismatch, the exact-forest proof timeout, and the unrun mechanism diagnostic. Document reproduction commands, validation results, and resume steps in THERMAL_LTD_HANDOFF.typ. CI remains disabled for this work-in-progress checkpoint.
