perf(vakint): adopt rational RustRed numerator lowering

Pin the verified RustRed implementation and retain an opt-in native witness-parity diagnostic. Preserve the normal matching order, exact admission and symbolic output convention.

Validated feature-on/off compilation, nine focused native controls and an existing R2 saved-package factor/caching canary on the published Git dependency.
