Add eager portable evaluators, native master hooks and batched Python API

Repair audited continuation limits and carry reviewed Symbolica/SymJIT dependency patches. Embed all five version-bound O2 evaluators, retain rebuild/manual APIs, and document original OneLOop credits.

Validation: 57 Rust tests and 11 Python tests pass; the expanded table passes at 256 bits. Retain 14 fixed-f64 bubble failures and measured performance misses explicitly. Include matched Rust, mapped/bare Symbol JIT, and 1024-row Python survey evidence.
