Count interrupted-inspection receipts in the checkpoint change stamp The FG stop/resume check showed the cooperative-stop save skipped as unchanged: only `state.uncommitted` (receipts of the inspections the stop cancelled, later emitted as `uncommitted_inspections`) had grown since the periodic save, and the stamp did not cover it.
