Assert bit-tier rejections over all proposal orders, not per order

Whether the bit tier rejects anything beyond the group and block filters
is order dependent: with the widest domains admitted first every later
forward callback is an immediate hit, so the reversed stream legitimately
records zero forward rejections. Keep the per-order identity and zero
checks and require the totals over the three orders to show both tiers.
