Evaluation tooling for the dev + 939c4de8 Symbolica lane (symeval-dev)

Scripts and socket-1 plans used to evaluate upstream Symbolica dev 445b882d +
main 939c4de8 + 7b31114c with and without RustRed's thread-owned context
adoption: builds under the lane's build lock, strict Ordered C-4L/C-5F identity
against rustred-4a17f9c7, the W0.3 differential proof against the recorded
real-walk taps, heap-pow regression tests against two Symbolica variants, and
the gen-7 harness sessions (a = shared design, b = thread-owned contexts,
c = per-CCX replicas, o = W0.3 binary A). Raw evidence stays under
TMP/symbolica-main/symeval-dev; findings in TMP/progress/symeval-dev.md.

Evaluation branch fable_5_1-symeval, never merged as is.
