Research note: W0.7 work-volume census (gate 0.7 PASS, G2'/D2 bounds, cost laws, Q3)

docs/research/fable51_w0_census_2026-09-27.md closes W0.7 on the receipt
TMP/w0/census/receipt-v4 (census 876974d9, rustred Q3 9d7c8865, both from
7a36c606): gate 0.7 passes at 70.1% (D-only) / 89.0% (hull) / 84.8% (A/R)
of v2 gen-7 Apply CPU against natives merged before dispatch, stable over
generations, dispatch margin and 10x sampling precision; G2' at resume and
the general union-cover (D2) bounds; piece counts; the pilot's CPU-hot
owner is 000011001001011 (corrected rows); hot-owner closure import ~0;
escape shells negligible; the 0.74-0.90 vs 0.51-0.66 exponent gap is the
bin-mean vs per-native OLS estimator (reproduced on the plan's own data);
saturation, potential check, native-pending composition; Q3 guards affine,
denominators mixed, coefficient/term denominator identity explained.
Labels [M]/[E]; no ETA, no closure claim.
