Research note: W1.1 kernel fix round (review items P1-P14, re-gated binaries) Adds section 9 and corrects the d9163195 record: the per-heartbeat queue_storage walk (85-94 ms at gen 7; 25.6% of the first comparator run's coordinator), unbiased gate (c) (2.92-3.03x forward, 3.72-4.00x reverse, still FAIL), gates (a) and (d) on the fix-round plain and fp binaries with the W0.2 oracle gate, the clean C-5F A/B vs 4a17f9c7 (fp traversal 0.965x), the full gen-7 restore, suites, tooling, and the corrected claims (foreign-load recorder, sweep aliasing, queue-suite attribution, old-side range, reverse telemetry, memory scope).
