Research note: W1.1 follow-up (kernel2): retire compaction fix, LC1 kernel binaries, runC

Gates on the fp, plain and campaign binaries of 43269bc2 (strict Ordered identity
and oracle on FG/BMW/H/X, four-all, four-all-p5, C-5F; gen-7 differential;
resume both directions; suites), the binaries and LC1_KERNEL_READY.json, the W2
comparator runC (3.415M obligations/h, 1.198x runB, 1.504x run2 over the time
window; n = 1) and the audit of the remaining coordinator-path work.
