Research note (routecensus fix round): redirected later hits in the admission-time net RSS range; calibrated pending creation weights

- New §6b: an avoided domain loses its later hits (86M / 195M / 497M
  distinct edges over v2's history, PPS by later hits); union tests up to
  2.2-7.7x today's 74.2M misses; net RSS at the late mix spans k'=1..a:
  0.6-1.9x / 0.3-3.1x / 0.06-3.0x (was 1.5-1.9x / 1.9-3.1x / 1.5-3.0x).
- New §3b: pending creation weights calibrated by coverage status on the
  g6-g7 natives: 22.1 / 31.8 / 36.0 / 43.1% (was 51.8 / 63.6 / 67.6 / 73.8%);
  at-resume creations 2.0-2.9M / 3.1-3.9M (was 4.2M / 6.0M).
- §0, §9.1, §9.2, §10, §11 updated accordingly.
