wv note rev 2: D6 deferred (not launch-blocking), not settled no Fix round for the W0.11 wv lane. The verifier found the D6 verdict partly stale and on a different yardstick from G2'. Changes: - Drop the I2-overlap discount: I2 as built is not shipped (orchestrator decision 3). - State D6 in domain and pending units. On gen 7 it gives ~1.18x fewer domains and ~1.16x fewer pending domains [first order, E]. - Add a same-control pass on the G2' C-5F Ordered off-arm checkpoint (a copy). D6 is 0.884x domains offline; G2' is 0.802x (u) and 0.877x (n) scheduled, measured live. The 4,000-pair audit found 0 violations. - Admission lookup counts: 1.35-1.43 per Apply domain, 5.52 on average (up to 8) per Route mask. Their cost is not measured. - Verdict: not launch-blocking and off at launch; deferred until its admission cost is measured on the epoch admission path.
