LC1 ship note: scope, launch binary rustred-lc1-4606cc4b, gates

Launch Candidate 1 (decision 18): legacy engine + SoA kernel + ops (frontier
stop, RAM guard, campaign profile) + kernel2 (merge 98578d83). Launch binary
sha256 4606cc4b (campaign profile, 43269bc2; build inputs equal to the merged
tip). Gates: strict Ordered identity vs 4a17f9c7 and oracle 7/7 PASS, FG
pause/resume both directions PASS; merged tip: fmt clean, lib 822/0/12,
cli_routed_campaign 6/6, Python 257 OK / 1 skipped.
