Freeze publication policy and worker split in campaign steering; add walk controls tooling Production steering v2 freezes publication policy (Ready default for new campaigns), lookahead, inspection workers and checkpoint interval; workers up to 256 within the affinity set; CPU ranges; --prepare-from --queries --attach stages a new query document with receipts. The supervisor publishes derived throughput/stall/duty metrics and the monitor renders them without an ETA. New tools: heartbeat_metrics, walk_control_matrix, audit_owner_domain_walk, compare_walk_records, with tests (Python suite 110 -> 185). Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
