LC1 launch note: prepared campaign, rehearsal, owner command

Prepares campaigns/five-loop-qcd-feynman-d9d10-lc1 (not started) with the
v2 inputs and the LC1 binary 4606cc4b (W100 CPUs 128-227, Ready, frontier
policy stop, 600 GB cap, 50 GB host floor, 4 h checkpoints). Records the
20-minute socket-1 rehearsal (start, periodic save, SIGINT pause, resume,
stop-file stop; 0 frontiers, exit 4 paused both legs), the exact start,
pause, resume and monitor commands, and the first-10-minute checks.
