Expose selected-sector generation and bounded Epoch wait profiling

Bind selected solve inventories to checkpoint v4 across Rust, CLI, Python and staging. Preserve omitted-sector obligations and full routing scope. Add opt-in process-local prefix/job observations without changing durable authority. Validate native, Python and selected-owner four-loop cold reinspection gates.
