harden master-count certificates and document their scope A singular Gram matrix now decides the verdict without sampling, and the point budget restarts for every sector. A count that fails in one sector becomes that sector's no-verdict instead of discarding the certificate. The docs state that integer-index Euler counts can fall below the generic count on null-shift cycles and that counts cannot see redundancy between sectors.
