Retain exact saved-rule circuits for bounded program optimization

Expose scoped typed observations using existing original-source replay, with cumulative retention limits and runtime input-driven diagnostics. Preserve default replay and all guards and zero-sector evidence. Add focused regression coverage and literature-backed boundary-search directions.
