Add immutable saved-rule subset preferences Preserve full admission, saved ordinals, fallback obligations and checkpoint policy bindings. Validate with 352 native and 66 Python tests and a qualified four-loop semantic-coverage control; retain graph-identity failures and make no five-loop performance claim.
