Unify native cache sessions and preserve complete saved snapshots

Delegate closed and candidate application through their existing native authorities. Add explicit resident/full save modes, aggregate cache telemetry, and typed optional lookup-budget fallback without hiding corruption. Passed 163 focused core tests and 50 native application tests, independently repeated; existing 1-3L Vakint cache gates still pass. Document the four-loop guard-storage failure and pending repair separately. No artifacts, cache packs, or production campaign changes included.
