Fix uncapped resident accounting and honor finite campaign RAM ceilings

Charge actual shared directory allocations across startup, commit and cold resume instead of permission caps. Keep finite process RAM limits independent of host-availability telemetry, with saved policy through extensions and publication. Expose cached input totals, committed windows and reuse progress. Verified 328 native tests, the public budget regression, 217 Python tests, real PTY rendering and a full 116-request five-loop R0 solve with cold publication and inspection.
