Allow RAM-only supervision for explicit cache preparation jobs

Forward optional swap guard settings and record resolved policy without changing historical defaults. Independently pass 15 pipeline and 16 RAM/frontier tests. Use zero swap rate for the forthcoming four-loop cache preparation; preserve production campaigns and the already built native revision. Update evidence and pending-delivery notes.
