Expose bounded Symbolica source-weight reconstruction for target projections

Reuse the existing reconstruction engine for explicit forbidden columns while preserving full exact source products, original coefficient contexts and typed resource failures. Keep production defaults unchanged and record corrected-bank and cost-block evidence.
