Inspect saved campaign rules and normalized terminals Add read-only walk-inventory with bound cold reinspection, paged owner/rule and terminal identities, and optional existing Symbolica-backed normalization. Separate installed, encountered and nonminimal normalized counts; preserve partial and G2 scopes. Validate the completed R0 D9 checkpoint, combined four-loop controls, worker consistency and CLI input safeguards.
