feat: expose candidate export budgets and preserve failure identity Keep native schemas, mathematical policy and default limits unchanged. Add CLI/Python transport controls and coalesced sector+ordinal failure diagnostics. Independently audited; release validation passed 231 application tests, 8 Python Rust tests and 45 Python API tests. Record the partial five-loop rank-10 campaigns under the authorized 100-core/500-GB budget without claiming family closure.
